We switched ISP s this weekend therefore changing our IP addressing scheme to the new block along with a newly configured zone file. My question is does anyone know why my mail server/webserver is failing the mx and www all IP s appear to be public test?

You can safely ignore that -- it means that ARIN is very, very slow in updating some of their databases. This does not affect Internet routing, so the only problem is that some services may see your IP as being in an unknown country. While in theory any such IP should not be routable, as you found out, that is not always the case.
