There was a discussion about a related issue earlier this week.  Might want
to check the archives...

Also, the script I just posted addresses setting permissions for a user, but
you could alter it to retrieve permissions for a user.  Then use a tool like
maybe domlist from the Declude folks to list all of your users to prepare a
script to run across all of them.  It's available at
