[IMail Forum] Inbound rule not working

I have the following inbound rule setup (yes the Queue Manager was stopped 
and retarted but SMTP was not - do I need to restart that service too?) and 
it is not working.

If the Header Text contains:
X-IMAIL-SPAM-DNSBL: (spamhaus
then the message is supposed to be forwarded to another mailbox, 
[EMAIL PROTECTED]  However, emails with this in the header are still 
coming though.
