Terminal Services provides a Remote Control feature.  Make sure the user in question 
has their user account configured to NOT
require permission for remote control, then shadow them and see what they're getting 
into.  Make sure when you shadow you don't set
Interact so that any bumps of the mouse won't give you away.  If you have to change 
their environment settings, it won't go into
effect until their next login.

As Rick Klinge said, once the trust is gone, it's time to move this person out.  If 
not for this reason then find something
plausible and get it over with.

Does anyone here have a suggestion for catching a "trusted" network admin
who is suspected of reading someones email via the flat text mailbox file in
the users folder? They have access to the console terminal services. Is
there someway to covertly record a console or TS session?
