This has been an intermittent problem for us as well...about three weeks ago, for about a week and a half, somewhere in the neighborhood of 97% of all messages sent through our server to Hotmail didn't make it there, with loads of MX Connect Fail log entries. At some point the problem just went away. That's the second time that's happened (the first was sometime last summer I think).
 
I heard MS was screwing around with their mail servers but didn't update their DNS, which was causing the problem. But what I can't understand is why other services (such as Yahoo! as you mentioned, as well as other services I had friends try it from) didn't have any trouble while we did.

I am getting an MX connect fail to the IP addresses (associated with Hotmail), but the weird thing is that I can use a yahoo address to send to the same hotmail address. without a problem.

Hotmail has been having issue

But We haven't seen them for a few weeks.

What do your logs show?

I am running Imail 8.11 and found that none of my users can send email messages to hotmail accounts. We do not have any filters enabled that prevent sending to hotmail accounts. We can send to other accounts such as yahoo mail.

 

The messages that are intended for hotmail recipients seem to get stuck in the queue (resend?). Does anyone have any ideas why this might be occurring? I tested the IP addresses for open relays and we don’t seem to have any.
