I think they mean to stop and disable the windows DNS Client Service:

NO!! the DNS client aka "resolver" (resolves DNS queries into answers), must be kept on, but it's caching must be turned off. stop the resolver, and your machine is useless for ip networking.

and locate Active Directory domain controllers.

I believe this would cause the server/workstation to go upstream for DNS
Resolution.

no, it won't. what queries DNS is the resolver: no resolver, no DNs queries.

just turn off the resolver's caching.

You may/may not want to do this.
