This would be fine. 

Would it be better if the one static Ip address  matched the primary domain name as in 
the DNS Records?

I can answer this piece of your question.  Use a host alias.  You don't need
to create a virtual domain at all for your old domain as long as all the
users are the same.  In IAdmin on your main screen for the static ip domain
there is a spot for a comma delimited list of host aliases (domains). Put
the new domain as the last one in the list of host aliases if you want to
use webmail with it.
