The server shows the 220 SMTP greeting and other numeric codes when you send SMTP commands such a HELO. telnet 25 won't see the HELO

Hmmm... from my *nix box:

   mail# telnet 10.34.129.12 25
   Trying 10.34.129.12...
   Connected to imail.reilcorp.com.
   Escape character is '^]'.
   220 massat.net Hello Mailserver! X1
   helo test
   250 hello massat.net

that's not the EHLO/HELO command, it's (optional) text behind the 250 response code.

220 plus what I set in SMTP Advanced, Hello Message.
So, what exactly am I missing or not seeing???

telnet to any non Imail machine and see if responds to your helo with "250 helo/ehlo"

mx1# telnet mgw1.meiway.com 25
Trying 81.255.84.75...
Connected to mgw1.meiway.com.
Escape character is '^]'.
220 mgw1.meiway.com - ESMTP - Postfix - Attn: UCE trespassers will be pursued.
helo this is len
250 mgw1.meiway.com

... no "helo" in the 250 line

So sending a helo/ehlo command and checking the "2xx text" is simply not a reliable way of seeing what that IP would actually send as its HELO hostname, and is certainly not the basis for any policy decisions.
