Thank you all for your responses --- I think I am on the right track -- However I noticed a universal SPAM account -- What would it hurt to just forward the individual messages to a user specific SPAM folder instead of the one SPAM account? Also I just found out we do have declude (though it is not running on the server currently) are there any pointers in bringing this into the solution?

Just so you are aware, be careful to realize that IMail uses groups of tests, so you'll see much different answers here than you will for other products. For example, you'll often see people refer to organizations (such as "dnsbl.njabl.org", which includes all 7 tests run by njabl.org), rather than the specific tests themselves. If you trust the people who are posting, you can just add the organizations as blacklists.
