I went through the same process for the same problem.  I had to change my
server pick a few weeks later when the one I had picked stopped working.
First time I tested all of the 16 servers 6 weren't working.  Next time 8
weren't working.  

Drives me nuts that my customers blame me when mail doesn't get to hotmail
users when they have MX records still pointing to nonresponsive servers.

Wondering if anyone else has run across the sam and has a more automated
prevention.

Apparently the way hotmail.com/msn.com lists their MX servers is an MX to
roundrobin hostnames, well many of their servers were unreachable and
queuemanager was only attempting to down servers, and would not refresh or
try others.  I finally had to add one of the up servers to my hosts file to
get mail flowing to them (big issue for a busy ISP server, had over 5000
messages in queue at one point).

How I know several server were not responding:
I tried connecting to the same servers via telnet and the following from
DNSReport.com, which shows at least one server from each MX roundrobin group
down, and Imail kept picking the lemons.

Step 1:  Try connecting to all of these (in the order as returned by the DNS
resolver, per RFC1123 5.3.4):
         mx2.hotmail.com. - 65.54.190.7
         mx2.hotmail.com. - 65.54.190.50
         mx2.hotmail.com. - 65.54.252.230
         mx2.hotmail.com. - 65.54.166.230
         mx3.hotmail.com. - 64.4.50.179
         mx3.hotmail.com. - 64.4.50.239
         mx3.hotmail.com. - 65.54.167.5
         mx3.hotmail.com. - 65.54.253.99
         mx4.hotmail.com. - 65.54.190.179
         mx4.hotmail.com. - 65.54.190.230
         mx4.hotmail.com. - 65.54.253.230
         mx4.hotmail.com. - 65.54.167.230
         mx1.hotmail.com. - 65.54.252.99
         mx1.hotmail.com. - 64.4.50.50

Step 2:  If still unsuccessful, queue the E-mail for later delivery.
