No.  That's  precisely  what  Scott's  been  referring to: there is no
decoding,  and  thus  no  distinction  between  different  MIME parts.
However,  most  people  who try to use the (already flawed) rule-based
method  apply  it  to  the BODY, not the headers, avoiding the comical
level of false positives.
