Watch  out for McAfee antivirus. This was finally found by both me and
Ipswitch  as  the  culprit  in making Imail slow, especially web mail.
Even  if  the  real time NetShield on access monitor is turned off, it
continues  to  secretly  scan  files  in  the  background but not give
alerts. Who knows why the design is done this way?

So  the  On  Access Monitor should not be loaded at all, or you can go
into  the  settings and tell it not to scan whole drives even if it is
turned off.

If you are not using McAfee, check any other virus scanners for
similar problems.
