While it's your decision ultimately to decide if its prudent on your system
to block that entire range their are many resources out their that can help
you make your decision.

For example looking up that block in senderbase (www.senderbase.org) shows
that block belongs to wholesalebandwidth.com.  They (wholesalebandwidth.com)
is listed in several RBLs including SBL which in my experience is extremely
reliable.

In my opinion if this was my server I would block that range as I couldn't
imagine seeing any legitimate mail coming from it.
