Filtering problems are useually because people use special characters in 
their filter.  Since filters use regular expresion, if someone tries to use 
a filter with a phrase like [IMail Forum], the [] will look for any of the 
letters in the words I-M-a-i-l F-o-r-u-m, and not the 2 words together. 
Then a lot of the mail will filter into a single folder.

Other then that, moreinformation is needed.
