If I drop our TTL value for our mail server to two hours how long does it take to propagate thru the dns servers?

Currently the TTL value is set for 12 hours ...

Specifically, there is no propagation, meaning that when you make a DNS change, nothing happens until people/programs need to look up your DNS records. When they do, if they have old information, they use it -- if the TTL hasn't expired yet. If it has, they will look up the new information. So it would be more appropriate to ask "how long does it take for the old information to go away".
So as soon as you change the TTL to 2 hours, any new requests (meaning anyone that hasn't checked the DNS record in the past 12 hours) will get the 2 hour TTL. Between the time you make the change and 12 hours after that time, some servers may have the 12 hour TTL, while others may have the 2 hour TTL. At the end of the 12 hours, though, everyone will have the 2 hour TTL.
