Let's look at this outside of the logs, since that's not where the IP-less domains take direct anti-spam action. If a message comes in for an IP-less domain through an IP-ful domain that is set to add a warning header for a given test, and the message fails that test, is the header added to the message or not?

Thanks for your continuing suggestions..
The ip-ful primary host is set to add x-headers if any of the spam tests are met, however, the headers are NOT being added to the ip-less domain's emails.
I just sent a test message to an ip-less domain and cc'd an ip-ful domain. the ip-less domain did not have the subject prefix added, but the ip-ful domain did have the subject prefixed (based upon meeting a test in that domain's anti-spam settings).
FYI, going back to the logs for a moment, the primary host has very few entries in the spam logs..
