When you call and are waiting in a queue for a long time, it's not like they
are overstaffed it seems. I've only used phone support a few times in the
years we've had our SA, some of those times required that I wait until the
following day to contact them. Hence if we were to go down sometime that is
not during business hours and need help, we can't get it by phone. I've
discovered the hard way that our clients will tolerate their site going down
for a while, but email, NO WAY! I would rather pay a hefty per incident fee
and get help when I really need it.

You're asking us to assume that your support department is being run both 
efficiently and cost effectively, and that's a pretty big stretch.
