The shared calendar portion of ICS does not support peering; the data between different Workgroupshare servers will not replicate itself to other servers. You could set up all your users on one WGS server while your mail is still peered between multiple servers. IIM also does not support peering, but you can link the different IIM servers together so you can see the users on each server and IM to users on any of the servers.
