Definately start with your local law enforcement office since it was "tresspassing" on your local equipment. They will be able to suggest further action if it extends beyond their jurisdiction.

We've had an incident with a former tech who left a backdoor open for him/herself. Fully contained, but my question
is who would you approach - local law enforcement, FBI, Secret Service? Who's has jurisdiction
over in-state internet issues these days?
