This did it.  There was one in the User directory but it was already
modified.  A second was in the Windows directory, once I modified this
one  everything is working fine.

Do a search on your drive for multiple copies of the iwebmsg.ini file.
On 
win2k3, in certain situations, the ini being edited gets stored under a 
users directory instead of the system directory.
