(real life scenario?)
The reason of my question is that to me in our environment it would make more sense to set a default mailbox size for most of the users (10MB for e.g.) but for special needs I could set the mailbox size larger if those users do a lot heavier corresponding.
And to be honest, this is how I had it set up currently, I mean, I thought this is how it has been working until now.:)

If it is set at the host level it will work no matter what the user level says unless the user level is less than the host level. Examples:
Host level 10 MB User level 0 (unlimited) Limit will be 10 MB
Host level 0 User level 10 MB Limit 10 MB
