I would like to understand the logic behind the current chain of permissions. Under logic I mean, what was the purpose or intention of this structure when it it was designed?

(real life scenario?)

The reason of my question is that to me in our environment it would make more sense to set a default mailbox size for most of the users (10MB for e.g.) but for special needs I could set the mailbox size larger if those users do a lot heavier corresponding.

And to be honest, this is how I had it set up currently, I mean, I thought this is how it has been working until now.:)

If it is set at the host level it will work no matter what the user level
says unless the user level is less than the host level. Examples:

Host level 10 MB
User level 0 (unlimited)
Limit will be 10 MB

Host level 0
User level 10 MB
Limit 10 MB

Host level 10 MB
User level 5 MB
Limit 5 MB

Host Level 5 MB
User level 10 MB
Limit 5 MB

Hope this helps
