No, that's not the idea, I explain myself:

Every email is send by some kind of client. Every client sends this email
via a server. The interaction between this client and that server must
happen with a username (email address) and a password and if possible
secured / encrypted not only for POP3 but also for SMTP traffic.
A result is that Emails going from server to server are already
authenticated at the first server.

That way only authenticated clients can send email...

I think the only way of spam blocking is that all mail servers should
require that every mail [submitted] via SMTP only is possible with a
login/password combination just as POP3 connections.
Every mailclient has this possibility built in.

Our customers have to do this btw...
