As stated by others, you can use group policies to do the folder redirection
and turn off offline files.  We have exactly that setup and it works
wonderful.

We redirect mostly all folder to a network share. You can manage the folders
with the policy editor on your catalog server. If you're familiar with the
registry, you can change the values directly. See under
HKU\Software\Microsoft\Windows\CurrentVersion\Explorer
Look folder the folders "User shell folders" and "Shell Folders"

It's true, if the network goes away and your folder are pointing to a
network share, windows will act a bit confused.

To avoid this, you should change the values described above under
HKEY_USERS\.DEFAULT So far i remember, windows will look there, if the
defined path is no more available.
