That much I totally agree with and as indicated elsewhere be sure that the entity hosting the websites that may be also targeted for DDoS attacks should me only those who refuse to comply and allows the site to continue. I think that if all the registrars and all those who allocate IP addresses like ICANN, Network Solutions, OpenSRS, ARIN, APNIC etc started to deactivate and remove domains from their root servers that spamvetize or send spam and take away IP addresses from ISP companies that are known to host spammers and spamvertisers would be the only way that would really make a big difference in the fight against spam. This incorporated with something like SPF may actually get it under control again. Legitimate companies would be forced to purchase their ISP and hosting from other fully legitimate ISP and hosting companies that would in turn form a alliance with each other to verify that they are not spammers not do they condone it. Until that happens, the world had a problem!
