Oh, that sounds like something other than what I was thinking you meant. Sorry if I pointed you in a useless direction! What I mentioned is for Windows user accounts where the security setting are setup to lock a user out if they try to log on too many times with the wrong password. This put a burden on dictionary attacks for known usernames.

It's called "Reset account lockout counter after" where you can set the time interval. I haven't played with Windows 2003 long enough to worry about that yet as we don't have any up and running yet.
