Hmmmmm. Gets me to thinking. We frequently have a spike in our spool folder that trips our monitor. Sometimes delivery will halt to a crawl and Declude queue will start filling overflow. Restarting queue manager doesn't work because it doesn't see the Q files in "overflow". If you stop queuemanager and copy the Q files into spool then restart queuemanager it should jumpstart it for you.
