There's not much you can do about it. http://dnsreport.com/tools/dnsreport.ch?domain=mma.com.ve has some serious issues, including it won't even accept postmaster and abuse addresses. I'm not sure what you can try other than a phone number on a website on one of the names referenced. I assume this is more than just curiousity - An important message needs to be delivered. btw: I got the same No Relay message from both their .21 and .22 servers using telnet.
