It's not an inactivity timeout in that it will not close a socket that
has  a  client still "on the line" that's just not passing any packets
at the time--the keepalive checks to see if the client is (a) gone, or
(b)  just quiet. It only closes sockets that have already been totally
abandoned on the client and require an forced close on the server as a
result.
