When a single message is addressed to two lists with overlapping members, I think you mean, and: no. This is clearly by design. How would you choose which list membership to honor? Which subject line modification, list owner address, etc.? The only way to stop this is to differently validate original list memberships to ensure that frequently paired lists, or nested lists, do not share members.
