She is using IE. 

But the strange thing is that another user logs on his email a/c using her IE 
browser can send the attachment.
If the affected user uses her a/c on another person's IE browser, the same 
problem happen (ie. cannot send attachment). Strange, isn't it ?

The problem does look like account-specific but apart from checking for :
- .tmp files in mailbox directory,
- personal rules
- limit on message size
- mailbox quota

which all return ok, can't figure what else to check.

What browser is the user using? There are some security settings in IE that
treat some files as malicious and not let you move them with the browser..
Of these some types are .xls, .doc, .jpg, etc

Already doubled check that there isn't any .tmp files in her mailbox
directory.

One other thing is that in webmail, upon clicking the "Send" button, the
error message :

"Can not attach file(s): movie+listExlsB0."
"message delivered"

The name of the file is "movie list.xls". Any ideas ?

Try deleting any .tmp or .uid files in her mailbox directory.
