Every dns based abuse list uses IANA reserved IP's... The actual ip address (.2) in this case signifies the reason why someone is in the blocking list... some of them even use the 127.0.0.0/8 range... it's the software on the 'client end' that then translates (back) the dns response and forms it's analysis...
