While I agree with your assertions. The problem is once your mail server
is listed on CBL it becomes part of spamhaus-xbl that many people use.

Some mail admins just assume these lists to be perfect and don't want to
hear why you server is listed and that they shouldn't rely on CBL. Then
it falls into your lap again to resolve the problem to that you can send
mail to them.

I've been working with a customer on this problem for them - and it is
quite frustrating - especially when it is a large providor that is using
the CBL to block you and will not Whitelist your server.
