All  spool  messages  are composed of files, the D (headers/body) file
and the Q (envelope/routing file).

If  you  have more Q files than D files, that sounds suspiciously like
something   else  is  killing/quarantining  message  bodies,  i.e.  an
on-access virus scanner, a no-no on a mailserver.
