Is there more detail in the Declude logs as to which BADHEADERS its complaining about? I didn't see anything strange.
The Message-ID: header was not RFC-compliant.
What does ROUTING mean, is it a complaint about the localhost 127.0.0.1 address?
No, the problem is that the E-mail is sent from the United States to a United States mailserver, routed through a foreign country. Perfectly legal, but it wastes intercontinental bandwidth (and used to be very commonly abused by spammers, but not nearly as much today).
The real reason the E-mail was considered spam is because the user has *very* strict spam control set up (blocking E-mail with a weight of 5, whereas most people don't block until a weight of 10 or 20 is reached).
