Does it cause max cpu utilization?

Since 2 days I have been facing a strange problem. The Web Messaging has suddenly stopped working.
The login screen appears, but once I put in the credentials, the Internet explorer goes on processing and finally after 20/25 mins times-outs.
The server was upgraded to ICS with 8.15 HF1 one month back. Web messaging was working fine till now, but suddenly has stopped functioning.
