Does Verizon actually host their Dial-up Accounts
email? Or do they outsource?

If Verizon is setup like most larger ISP's. They may require that all outbound SMTP traffic gets routed through their servers. That way they can hunt down abusers quickly and in theory shut them down. One last thing. I'm sure it was a typo, but you do mean Verizon not Versizon?
