Both 9.0 and 8.2 would be considered a major upgrade.  Here is the text from the Service and Support policy on our website that discusses what we consider a major upgrade. 

A major version change occurs when the number to the left of the version's decimal point, or the first decimal point to the right, increases (major release examples: 4.0 to 5.0 or 5.0 to 5.3, etc.). A minor version change consists of any change to the second or greater decimal point(s) (minor release examples: 4.00 to 4.01 or 5.30 to 5.36, etc.). Upgrades to the next major version of a product are only available under warranty or Service Agreement.

I would think that version 9.0 would be a "major" upgrade not a .x
