The PTR record is not made on the zone econocaribe.net. It is made on the
zone 153.136.198.in-addr.arpa of which ns2.valueweb.net is responsible for.

Have them read http://www.dnsstuff.com/info/revdns.htm and if they still do
not understand time to get a new ISP.
