If users will be checking mail from 2 or 3 different locations use IMAP instead of POP and just have them purge the deleted messages when they no longer need them. Much more reliable than the settings in Outlook or OE that say to leave messages on the server. I have seen many problems with this setting that either the messages aren't left on the server or if they have it set to delete them after a certain number of days they are never deleted.
IMAP is much better for a roaming user...
