While the rule engine changed in 8.1 there was nothing done to the GUI as 
the funtionality stayed pretty much the same. With this said the "Test" 
function of the GUI only works with "simple" string. No Boolean allowed

Yeah, I've read through that but I can only get inbound rules to work if I 
only have one condition per rule.  No if ands or butts about it.

It appears that all my inbound rules either don't work or are spotty.  I
checked a number of the by using the test and all that I tested came up
false.
I did create one new one with a totally different phrase and that is the
only one that tested true.
What's up with this?  Do I have to rebuild the entire list after
updating to 8.15 + HF's?
