You should read all of section 5 to get all the details. The multiple IP
addresses could be from multiple MX records, multihoming, or both.

The  controversial  bit  is  only  about  retries  using  the  different
addresses of a multihomed host.

To  be  precise  its  the  A  record  for  the hostname that returns the
multiple IP addresses. Typically this is done for load balancing.

Properly  done  an  unresponsive IP address should never be returned but
thats a non-trivial process to do it right.
