Another thing to look for down the road.  Check your /imail/spool/web directory and remove any orphaned files older than a day or so.

Everything looks correct.  Forward editing is set to Edit Original message, Forward Attachments is include attachments.

 

I fixed it.  The good old delete the account and re-add it.

Check the user preferences.  There is an option about how to include the message when forwarding.

I have a problem with a few users forwarding in Webmail.  I sent a test message very small no attachment and you can read it fine, but when you click forward the message is blank, but you can create a new message and it works fine.
