DNS does not support port numbers, by definition.

You  can set up a server-side redirect in IIS to forward 8383 requests
to  http://mail.example.com:8383  or a similar alternate URL. For that
matter,  you  can now start running IWEBMSG on standard port 80 (still
need the redirect, though).
