Not sure about removing the header, but the North America, perhaps the US in
particular, is the only place in the world that changes time twice a year.
If you look at the charts closely, there are sometimes differences in DATES
as well, and these can be exacerbated by the differences between DAYLIGHT
SAVINGS and STANDARD times.
I have a friend in France who calls several times a month and is always
giving me crap about our "wandering time".
France and much of Europe change to summer time, exactly like the USA.
Your friend can only be complaining about the different dates of the time
change for USA and Europe, meaning there are a couple weeks around the time
change where, eg, a difference of 6 hours between US East Coast and France
goes to 7 hours, before falling back to 6 hours when both continents have
made the changes.
