You  should be setting the TcpTimedWaitDelay to a lower value than the
default of 4 minutes. See my previous posts on the topic, such as:

Connections  in  the  TIME_WAIT  state  can  be  dangerous  on  a busy
mailserver unless quickly available for consumption.
