Yes, but you can't force another mail server to check SPF, and a lot
don't...or poorly implement it at a corporate level so that most email
coming from them fails SPF.  Also, his question seemed directed at detecting
spam forging his domain that was coming into his mail server.

Actually, if you publish SPF records for your domain AND the receiving
mail server is checking SPF records then the remote mail server will
know that the message came from an IP Address that you haven't specified
as on authorized to send mail for your domain. From there it is up to
the m to decide what to do with it
