Version conflict between what and what?

Anyway,  if  you  get it only locally with the store-and-forward rule,
and you never see it queued up for outbound, it sounds like it's being
caught  by  an  outbound  rule.  That's  the only way something can be
short-circuited at that stage.

If  outbound  rules  are not relevant to the message content, then you
definitely haven't traced the outbound logs completely.
