This SLA would be limited to our own outsourced servers, obviously.
I thought you were talking about SMTP delivery IN GENERAL, to any destination.
If you can obtain the co-operation of any pair MTAs, then of course there
are all kinds of tools to monitor each SMTP server, to monitor POP service,
SMTP send/POP read delays, as others have pointed out.
