It is described in this post http://www.mail-archive.com/[email protected]/msg59759.html pointing also to Declude Queue. And also in MS Knowledge Base http://support.microsoft.com/default.aspx?scid=kb;EN-US;q142676 I found myself fighting all day with this error, I knew this issue since 2001-2002 but never happened on my server until the past week. It started with few error pop-up increasing day by day, reaching the point that today even the reboot couldn't solve the problem as I got hundreds of errors while loggin to the server. While in most cases Declude or the workaround by MS solved the problem, it was not my case. The actual problem was "caused" by another application (PRTG http://www.paessler.com/prtg, btw it is a good software) eating much of that memory and not leaving room for other processes to run. While I've been using this application for 2 years, I recently added some sensors increasing the used memory. Just stopping the PRTG service solved the problem. If you still have the problem you should look for other services (non MS) running on the same server.
