This is normal and expected behavior. By default, you can't do a plaintext password negotiation in an unencrypted session; you must use either POP3-SSL or negotiate TLS. This means that, in general, you can not log into a POP3 (or IMAP) server by use of the TELNET program.

If you do a CAPA command, you will observe that the USER capability is not listed and the STLS capability is.
